Minutes of Special Commissioners Meeting - June 16, 2011
Prior to the opening of the Special Meeting, Mr. Groon led those present in the Pledge of Allegiance to the Flag. The Special Meeting of the Board of Commissioners, Borough of Wildwood Crest, Cape May County, New Jersey, was held in the Municipal Court Room at 9:30 a.m. On roll call the following answered to their names: Gould - Cabrera – Groon – Yes Mr. Groon read the following statement: In compliance with the Open Public Meeting Act, Chapter 231, P.L. 1975, the notice requirements have been satisfied as to the time, place and date of holding said Special meeting by posting notice on the bulletin board in the Borough Hall and by mailing and fax transmitting same to the Gazette-Leader, the Herald and The Press on Monday, June 13, 2011 at 10:00 a.m. Mr. Groon next announced the one-way in and the one-way out method of ingress and egress in case of emergency. The Deputy Clerk announced that the only matter permitted for discussion was the review of plans and specifications for the proposed Crest Pier Recreation Center roof/building renovations and on-site visit in conjunction therewith. Also present for the meeting were the Borough Engineer, Jim Verna, and David Manders of MMPF Architects, the architect for the project. Also present was the Superintendent of Public Works. There were no members of the public present. Mr. Manders presented the proposed plans for the project. He indicated that the base bid for the project would include everything from the soffit up, including upper windows of the gym being removed, mechanicals and siding. Add Alt. No. 1 would include all windows in the lower level. Add Alt. No. 2 would include all siding on the lower level. Add Alt. No. 3 would include all exterior metal and fiberglass doors on the lower level. Add Alt. No. 4 would include all aluminum glass (entry) doors and windows on the lower level. The governing body reviewed the proposed plans with the Engineer and Architect, and discussed various options and proposed changes to the structure. After discussing several aspects of the project, it was decided to recess the meeting in order to reconvene at the Crest Pier Recreation Center to review the plans on-site. Mrs. Gould motioned, seconded by Mr. Cabrera, that the meeting be recessed and reconvened at the Crest Pier Recreation Center for the purpose of an on-site inspection and review of the proposed plans in conjunction therewith. The meeting was recessed at 9:55 a.m. Vote: Gould-Cabrera-Groon-Yes Upon returning from the Crest Pier Recreation Center at 11:17 a.m., Mr. Cabrera made several comments regarding the plans and specifications. He suggested revising the plans according to the suggestions made from the onsite inspection, as well as extending the bid date one week in order to provide sufficient time to revise the plans. He suggested removing the extended roof on the west side of the building; change the aluminum wrap to Azack wrap; have the first floor windows open from the top with awning style windows (crank windows). He added that with the exception of the extended roof, all other suggestions would be part of the add alternate bids. Mr. Cabrera also questioned whether the rain gutters should drain directly onto the flat roof. There was some discussion regarding the feasibility of having the drains extended to the scuppers. The final matter for discussion was to have a sum of money put aside for signage “to be determined.” The Engineer agreed. It was decided to change the bid advertisement to reflect a bid receipt date of July 19, 2011 to provide sufficient time for the professionals to complete the changes to the plans and specifications, as well as more lead time for completion of bid proposals by the prospective bidders. Publication of the advertisement will remain on June 29, 2011. The Engineer indicated that the school had requested an extension of the bid date as well. Mr. Cabrera motioned, seconded by Mrs. Gould, that the bid receipt date be changed from July 12, 2011 to July 19, 2011. Vote: Gould-Cabrera-Groon-Yes There being no further matters for discussion, Mr. Cabrera motioned, seconded by Mrs. Gould, that the meeting be adjourned.
