Minutes of Commissioners Meeting - November 7, 2007
Prior to the opening of the meeting, Mr. Groon led those present in the Pledge of Allegiance to the Flag. The
meeting of the Board of Commissioners, Borough of Wildwood Crest, Gould - Cabrera – Groon – Yes Mr. Groon read the following statement: In compliance with the Open Public Meeting Act, Chapter 231, P.L. 1975, the notice requirements have been satisfied as to the time, place and date of holding said meeting by posting notice on the bulletin board in the Borough Hall and by mailing same to the Gazette-Leader and The Press on November 9, 2006. Mr. Groon next announced the one-way in and the one-way out method of ingress and egress in case of emergency. Mrs. Gould motioned, seconded by Mr. Cabrera, that Ordinance No. 1046 be placed on second reading and final passage by title only. Vote: Gould-Cabrera-Groon-Yes Mrs. Gould motioned, seconded by Mr. Cabrera, that all bills properly authorized, as submitted and set forth hereinbelow, be paid. Vote: Gould-Cabrera-Groon-Yes The Clerk reported that the plans for the beach recreational zone are ongoing. The Clerk indicated that he had received an e-mail from the Wildwood City Clerk regarding the amendment to the UEZ ordinance that the City of Wildwood would be introducing said ordinance on November 7, 2007. He went on to state that he advised the Wildwood City Clerk that the Borough of Wildwood Crest was waiting for confirmation from all four participating municipalities with respect to a commitment to amend Section 8 of the UEZ ordinance, and that consideration would only be provided by the Borough of Wildwood Crest upon receipt of those commitments. The Clerk reported that the matter of revising rules and regulations pertaining to street closures for block parties was being worked on by the Chief of Police and public safety staff. The Clerk reported that the Deputy Municipal Clerk had provided information to the CFO with regard to placing a “funding mechanism” in the 2008 municipal budget for a grants coordinator and that the appointment of that firm would be made in very early 2008. He went on to report that the Wildwood Gables Yacht Club matter was scheduled for further discussed in closed session later in the meeting. Finally, he advised that the phone service agreement with Line Systems, Inc., would be further evaluated at the conclusion of the year since budgetary consideration would be pending in 2008 for a new telephone system Borough-wide. Nancy Pietropaoli, 6002 Seaview Avenue, inquired if the Borough of Wildwood Crest had any coordination between the Borough’s trash pick-up and that of Lower Township in Diamond Beach since those trash trucks are no longer permitted to cross the Ocean Drive bridge. She reported that she had followed a Lower Township trash truck through Wildwood Crest that was spilling trash all along the route. The Chief of Police responded that he had also seen a Lower Township trash truck on a street not designated as a truck route, and he had called Lower Township to advise them to make sure their vehicles utilize the truck route through Wildwood Crest. He indicated that he would contact them again regarding trash blowing from the trucks. Doris Wade, 8009 Seaview Avenue, presented a letter to the Board of Commissioners regarding flooding problems at her home. The Clerk read the letter in its entirety. Mrs. Wade asked the Board of Commissioners to address the flooding on her street during rain storms. The Clerk indicated that he would provide copies of the letter to all of the Commissioners for their review and consideration. Mr. Cabrera advised that the Borough was in the process of obtaining cost estimates to extend the storm sewer outfall lines, possibly during 2008. Mrs. Wade inquired as to the timeframe for reconstruction of Seaview Avenue in her area. Mr. Cabrera responded that he believed her home was located in Phase 3 of the project, which would be undertaken in three years. Mrs. Wade inquired if the Borough was aware of any other homes having water actually entering the home. The Clerk responded that the Borough has received no notice of water entering homes. Mrs. Gould advised Mr. Cabrera that during the General Election on November 6, 2007, the Crest Pier Recreation Center was “very cold” and asked that the heat be checked. Mr. Cabrera responded that he would look into the matter. There being no further public comments, THE CLERK READ THE FOLLOWING RESOLUTION BY TITLE ONLY: RESOLUTION NO. 643-07 (Closed session – Personnel; Negotiations) Mr. Groon motioned, seconded by Mrs. Gould, that the foregoing Resolution be adopted. Vote: Gould-Cabrera-Groon-Yes Upon returning from closed session, the Clerk stated that the matter remaining was with respect to formal action regarding the Wildwood Gables Yacht Club and their CAFRA Development Application. He asked that authorization be provided for the Mayor to sign that application as “owner” and that the authorization be directly tied to the Wildwood Gables Yacht Club directly making that application for the existing improvements. He stressed that the proposed agreement would not be authorized at this time. Mrs. Gould motioned, seconded by Mr. Groon, that said authorization be provided. Vote: Gould-Cabrera-Groon-Yes There being no further matters for discussion, Mrs. Gould motioned, seconded by Mr. Cabrera, that the meeting be adjourned.
