Minutes of Special Commissioners Meeting - July 15, 2009
Prior to the opening of the meeting, Mr. Groon led those present in the Pledge of Allegiance to the Flag. The
Special Meeting of the Board of Commissioners, Borough of Wildwood
Crest, Gould - Cabrera – Groon – Yes Mr. Groon read the following statement: In compliance with the Open Public Meeting Act, Chapter 231, P.L. 1975, the notice requirements have been satisfied as to the time, place and date of holding said special meeting by posting notice on the bulletin board in the Borough Hall and by mailing same to The Herald, the Gazette-Leader and The Press on July 10, 2009 at 1:23 p.m., and again on Monday, July 13, 2009 at 9:30 a.m. Mr. Groon next announced the one-way in and the one-way out method of ingress and egress in case of emergency. The Clerk noted for the record that the reason for the two transmissions of the meeting scheduled was that the meeting was originally scheduled for 8:30 a.m., and the meeting was changed to 9:30 a.m. because on Monday, July 13, 2009, at approximately 9:05 a.m., he was advised by the Tax Collector that the County had not struck the tax rate because the Division of Local Government Services had not certified municipal budgets for any municipality in Cape May County
with the exception of The Clerk noted that the only items permitted for discussion at this meeting were (1) the employee and volunteer health benefits coverages; and (2) authorizing the Tax Collector to extend the third quarter tax payment due date. THE CLERK READ THE FOLLOWING RESOLUTION IN FULL: RESOLUTION NO. 52-09 (Authorizing the Tax Collector to extend the Third Quarter Tax Payment Due Date) Mr. Cabrera motioned, seconded by Mrs. Gould, that the foregoing Resolution be adopted. Vote: Gould-Cabrera-Groon-Yes Mrs. Gould asked that the information contained in the foregoing resolution be posted on the Borough’s website for the public’s information. With regard to employee and volunteer health benefits coverage, the Clerk indicated that, after consultation with the Solicitor and based upon the fact that this will continue to be an ongoing matter of negotiations with the various employee groups as the posture of the governing body will be carried forward to the management team as that affects not only the unrepresented employees, but all employee groups as well. THE CLERK THEN READ THE FOLLOWING RESOLUTION BY TITLE ONLY: RESOLUTION NO. 53-09 (Closed Session: Personnel Matters and Negotiations) Mrs. Gould motioned, seconded by Mr. Cabrera, that the foregoing Resolution be adopted. Vote: Gould-Cabrera-Groon-Yes Upon returning from closed session, there being no further matters for discussion, Mrs. Gould motioned, seconded by Mr. Cabrera, that the meeting be adjourned.
