Prior to the opening of the meeting, Mr. Groon led those present in the Pledge of Allegiance to the Flag. The

Prior to the vote, Mr. Cabrera inquired as to the purpose of the deadline being 2011 rather than 2010. The Clerk responded that the purpose was to provide for unexpected delays as well as (current) budgetary uncertainties. He added that it could perhaps be in effect by mid-2010 if funding was available. Mr. Groon added that if any software or other programs or systems are to be changed, the beginning of the year would be the appropriate time to do so. Vote: Gould-Cabrera-Groon-Yes There were no members of the public present. The Clerk reported that the UCC ordinance was adopted earlier in the meeting. With regard to the Construction Office, he indicated that it is moving forward with a December 1, 2009 start date for the Construction Official but that actual construction activities could not be commenced until 1/1/10. He added that the details of a shared services agreement were being finalized for a Technical Assistant, from another municipality, for both Wildwood Crest and North Wildwood. The Clerk then reported that the second floor renovations at Borough Hall were moving along well. He congratulated the Public Works Carpentry Department for their efforts in making the changes in a timely fashion. With regard to the 2010 Capital budget, the list was reviewed by the governing body. Mr. Cabrera indicated that some of the items on the list were emergent in nature and needed to be resolved quickly, and some of the items could wait until early 2010 as part of the budgetary process. He stated that the west side project, Washington Avenue, as well as the beach project were all matters that need to be addressed in the next month or two. He added that the Engineer was in the process of finalizing the cost estimates for those projects. It was suggested that the west side project be given priority, and that it be done in a planned manner rather than “piecemeal.” That would include all wastewater issues, stormwater, outfalls, etc. Mr. Cabrera inquired as to specifically which projects were being discussed. He indicated that he was aware only of Lake Road and Morning Glory, as well as Washington Avenue. He was advised that at an earlier meeting there were other issues on Lake Road, as well as at the west end of Cresse and further south. Additionally, there are outfall lines that need work in the southern end of town. Concerning the telephone system for the Nesbitt Center/Tourism, the Clerk reported that it is in the process of being finalized, to the extent that calls in the winter will go to Crest Pier where staff are available on a daily basis. The Clerk reported that a Planning Board resolution had been provided to the governing body regarding an amendment to the Land Use Ordinance. He indicated that the Solicitor will require direction from the governing body in that regard. The Solicitor indicated that she would have a draft of the ordinance for the review of the governing body at the December 9, 2009 meeting. With regard to the Cape May County Fare Free Transportation, the Clerk reported that it was his understanding that Wildwood and North Wildwood will be providing funding to that program in order to keep it going. He added that the Administrator in North Wildwood had indicated that the City was considering providing funding but that no formal action had been taken.
