Minutes of Special Commissioners Meeting - September 24, 2014
Prior to the opening of the Special Meeting, Mr. Groon led those present in the Pledge of Allegiance to the Flag.
The Special Meeting of the Board of Commissioners, Borough of Wildwood Crest, Cape May County, New Jersey, was held in the Municipal Court Room at 9:30 a.m. On roll call the following answered to their names:
Gould – Cabrera – Groon Yes
Mr. Groon read the following statement: In compliance with the Open Public Meeting Act, Chapter 231, P.L. 1975, the notice requirements have been satisfied as to the time, place and date of holding said SPECIAL meeting by posting notice on the bulletin board in the Borough Hall and by mailing and FAX transmitting same to the Gazette-Leader, the Herald and The Press on September 18, 2014 at 11:00 a.m.
Mr. Groon next announced the one-way in and the one-way out method of ingress and egress in case of emergency.
Commissioner Gould asked that all take a moment for silent prayer in remembrance of Mr. Jim Davies, a valued former employee, who passed away this morning. His contributions to the Borough have undoubtedly saved the taxpayers a substantial amount of money over the years.
The Clerk announced that there were two matters for discussion: Discussion of Capital Plan and Cape Professional Billing- Business Associate Agreement.
The Clerk also noted no other business, discussion, or public comments will be permitted at this time, except specifically with respect to the items listed above, due to the limitations imposed on this meeting by the notice authorizing same pursuant to the full provisions of the open public meetings act.
The Clerk asked that the second topic be addressed first.
THE CLERK READ THE FOLLOWING RESOLUTION BY TITLE:
RESOLUTION NO. 242-14
IT RESOLVED by the Board of Commissioners of the Borough of Wildwood
Crest, County of Cape May, New Jersey, that the Mayor and Borough Clerk
be, and they are hereby authorized and instructed to execute a Business
Associate Agreement with Cape Professional Billing, Inc., 5 Locust Lane,
P.O.. Box 670, Cape May Court House, New Jersey 08210.
Mr. Cabrera motioned, seconded by Mr. Groon, that the foregoing Resolution be adopted.
Vote: Gould - Absent Cabrera – Groon – Yes
The Clerk noted that present for this discussion of Capital Plan are Commissioner Gould; Commissioner Cabrera; Mayor Groon; Borough Administrator, Tom Henshaw; Public Works Superintendent, Joe Bond; Borough Solicitor, Doreen Corino; Borough Engineer, Jim Verna; Borough CFO, Alicia Belansen; and the Borough Clerk, Janelle Holzmer.
Discussions ensued regarding some long range and some short term plans to solve some of the issues the Borough faces to include economic considerations during the timelines of 2014 through 2024. The Mayor indicated that searching for applicable grants and other financing is paramount for funding projects.
The Commissioners decided that they would like to have another Special Meeting on October 29, 2014 at 9:30 a.m. to continue discussions on Capital Plan.
There being no further matters for discussion or public comment, Mrs. Gould motioned, seconded by Mr. Groon, that the meeting be adjourned. The time was 11:04 a.m.
